Emergency Volunteer Action Network

The Emergency Volunteer Action Network is comprised of stakeholder organizations representing public health, emergency management, business and non-profit entities, professional associations, and academia that have a common interest in emergency legal preparedness.

EVAN seeks to improve emergency legal preparedness by supporting liability protection for individuals and entities that voluntarily cooperate with government agencies to respond to public health emergencies.  EVAN stakeholders support such initiatives as:

  • Good Samaritan Entity Liability Protection at the state level for businesses, non-profits, and professional associations that voluntarily assist the government in emergency situations.
  • The Uniform Emergency Volunteer Health Practitioners Act (UEVHPA) which allows out-of-state medical professionals to cross state lines in declared emergencies.  The Act addresses licensure, civil liability limits, and workers compensation coverage for these individuals.
  • Other initiatives that enhance emergency legal preparedness, such as good faith liability protection for architects and engineers who volunteer in disaster situations to preserve community safety.

Several EVAN member organizations have indicated an interested in supporting state coalitions pursuing Good Samaritan Entity Liability Protection (GSELP) legislation, the Uniform Volunteer Healthcare Practitioners Act (UEVHPA), and/or other related legal preparedness initiatives.
