View Training Series: North Carolina Board of Health Rulemaking Authority

This training is a 3-section module on Board of Health Rulemaking Authority developed to introduce North Carolina public health governing boards (boards of health, consolidated boards, and boards of county commissioners acting as public health governing boards) to the basic concepts of their rulemaking authority. Section 1 provides an overview of Board of Health (BOH) rules and how they compare to other types of local laws; Section 2 examines the types of rules a BOH may adopt; and Section 3 is designed to help a BOH prepare for the rulemaking process by walking through a rulemaking checklist. It also reviews some additional legal requirements that apply to the rulemaking process. The entire module takes approximately 2 hours to complete.
